We strongly encourage you to utilize the telephone for all office contact and assistance that you may require at 805-543-2416. Office hours are: 8:00 A.M. - 12:00 P.M. and 1:30 P.M. - 4:30 P.M., Monday through Friday.
At this time, it is very important that you keep the Hall updated with your current address, phone, and email contact.
Out of Work List
Members can now sign the out of work list in person at the Local 403 office provided we maintain compliance with the COVID-19 guidelines. If you need assistance, please first contact the office by telephone before coming in. Local 403 staff have been advised to assist the membership needs via telephone whenever possible. If you must visit the Local 403 office, please wear a mask and maintain social distancing. If there are other members at the Local 403 office please wait outside or in your vehicle for your turn and maintain social distancing.
If you feel sick, have a fever, a family member is sick or believe you have been exposed to someone sick, please contact us via telephone or email.

Thank you for visiting the website of the San Luis Obispo county Plumbers and Steam Fitters Local 403. Since 1941 Local 403 has continuously represented Plumbers, Steam Fitters, Pipefitters, Welders and HVACR Service Technitions in the County of San Luis Obispo. Together with our employer partners we offer apprenticeship, Journeyman upgrade training, competitive wages and benefits that set the standard in the industry. Matt is a 27 year old journeyman Pipefitter/Welder. A native of San Luis Obispo county Matt credits his Father for instilling in him a solid work ethic while he was still a young man working in the family cattle business. While still in High School a shop teacher noticed Matts natural ability as a welder and suggested he look into the Pipefitters Union. Matt quickly realized the benefits of membership and is now a valued member at Local 403.
After beginning his apprenticeship in Bakersfield Matt transferred to Local 403 in San Luis Obispo in his 2nd year. He holds numerous welding certifications and he is grateful for the excellent instructors at Local 403. While a third year apprentice, and just after starting his family, Matt was diagnosed with stage 3 Lymphoma. After a hard fought battle, Matt beat cancer and followed that win with another by taking first place at the Local 114 Welding Competition held in Buellton California during his 4th year.
Matt most appreciates the fair wages and exceptional health care and other benefits he receives as a member of Local 403. Matt fully recognizes the value of training and he is currently working on his rigging and service plumbing qualifications.
Matt is currently employed by Boneso Brothers Construction Inc. out of Paso Robles California.
Cooper is twenty two years old and a third year apprentice at Plumbers & Steamfitters Local 403. In Cooper's words “I chose this trade as my career path because it has been a passion of mine since I was sixteen years old. That passion for my work along with the opportunities Local 403 provides makes me very proud to be a UA member.”
Cooper has competed both regionally and statewide in apprentice competitions and he was recently recognized as the 2019 UA Local 403 outstanding Apprentice of the year by the Tri Counties Building & Construction Trades Council. Cooper currently works for Boneso Brothers Construction Inc. Cooper has already earned a UA Valve Technician certification and a UA welder certification. He is well on his way to a life as a successful Journeyman.
In his free time Cooper enjoys golfing, hunting and fishing.
